Indian embassy outsources passport and visa services – Indian Passport & Visa application Center in Kuwait

May 23rd, 2009

The Indian embassy in Kuwait is outsourcing its passport and visa services to an Indian company in view of the growing number of applicants and heavy rush at the embassy counters. BLS International Visa Services will operate two service centers in Sharq and Fahaheel effective May 27, 2009 Indian Ambassador Ajai Malhotra said.

Addressing a press conference at the embassy Thursday, the ambassador said the decision was taken with a view to provide a faster and more efficient passport and visa services to all.

Anwar J Bukhamseen, the local agent of the Indian company BLS International in Kuwait and the company representatives, were also present at the press conference. The company will charge a service fee of KD1.500 for passport services and KD 5 for visa services per application, in addition to the usual fees charged by the India government. The company was selected through an open tender process as BLS quoted the lowest service fee among the bidders, the ambassador said.

Both centers will function from 8am to 12noon and 4pm to 8pm from Sunday to Thursday and from 4pm to 8pm on Saturdays. The centers will be closed on Fridays and major public holidays.

The centers will offer, in addition to passport and visa services, facilities such as information desk, free distribution of application forms, filling of passport and visa applications at nominal charges and photocopy facility.
Though all services related to passport and visa will be provided only through these centers, affidavit and attestation services will continue to be provided at the Indian embassy, the ambassador said.

The increase in the number of Kuwaiti and other citizens travelling to India as a result of our expanding bilateral ties and interaction as well as the growing numbers of the Indian community in Kuwait have made it imperative that there be strengthened consular services response from the Indian embassy,” stated Malhotra.

When we took over the present Indian embassy premises in 1992, the Indian community in Kuwait numbered about 120,000. Since then it has grown to 579,000. This has resulted in considerable pressure on services and space, requiring a matching enhancement in the consular services being offered by the embassy,” he said.

The decision will also effectively address the concerns raised by the community members, especially project and household workers, regarding the inconvenient timings for consular services. The timings of the service centers have been made quite convenient to suit the applicants, he informed.

To address inevitable teething issues, a consular representative of the embassy will initially be available at both locations in case of need for any clarification by applicants, Malhotra said,

The service centers are located at venues that are regularly served by bus and other public transport. Considerable free parking space is available in the vicinity of the centers.

Microsoft Releases Patch For Critical PowerPoint Flaw

May 13th, 2009

Microsoft released a solitary security update for its monthly Patch Tuesday report, repairing at least 14 critical vulnerabilities in Microsoft Office PowerPoint that allowed remote hackers to execute malicious code on users’ computers to infect systems and steal data.

Microsoft first issued the security advisory in April, warning users about a zero day attack exploiting the critical PowerPoint flaw. Although the error has been exploited in the wild, Microsoft maintained in its advisory that the exploit appeared to be used in “limited and targeted attacks.”

The error affects numerous versions of Microsoft Office PowerPoint, including PowerPoint 2000, PowerPoint XP, PowerPoint 2003 and Microsoft Office PowerPoint 2004 for Mac. However, vulnerabilities in later versions of the application, including Microsoft Office PowerPoint 2007 and Microsoft Office for Mac 2008, were given the less severe ranking of “important.”

Specifically, the bug stems from a memory glitch that occurs when parsing a specially crafted PowerPoint file, which subsequently enables remote hackers to launch malicious code stealthily onto users’ PCs.

Users can become infected by opening a maliciously crafted PowerPoint attachment in an e-mail that would immediately download a Trojan onto their systems. Users also could become infected by clicking on an embedded link sent via e-mail or IM, redirecting them to a Web site infused with malicious code.

Once users became infected, the attacker could run code with the same access privileges as an authenticated user, or take complete control of the affected machine to steal, alter or delete sensitive data.

Kuwait, China see development in energy cooperation

May 10th, 2009

Kuwait and China have witnessed dramatic development in energy cooperation following an agreement signed by the two governments in July 2004, when H.H.the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah last toured China in his capacity as then prime minister. H.H.the Amir’s upcoming visit to Beijing from May 10-13 is expected to further raise the overall energy cooperation level between the two countries. Last month, state-run Kuwait Petroleum Corporation (KPC) celebrated the 5th anniversary of the establishment of its sales office in the Chinese capital. Since 2005, with KPC Beijing office serving as a springboard for greater business in Asia’s largest energy market, Kuwaiti crude oil exports have shown steady growth. In March, the shipments jumped 43.0 percent from a year earlier to 747,800 tons, equivalent to around 177,000 barrels per day (bpd), accounting for 4.6 percent of China’s total crude oil imports, according to government data.

Leaping
KPC told Kuwait News Agency (KUNA) late April that the world’s seventh-largest oil exporter is selling at least 130,000-140,000 bpd of crude to China at any given time, leaping from 18,000 bpd in 2004. KPC also said it still sticks to a China-bound export target of 500,000 bpd by 2015.
In the field of joint energy project, Kuwait sealed MoU with China in December 2005 to construct the oil refinery and petrochemical complex in south China’s Guangdong Province, in hopes of participating in the long-term development of hydrocarbon sector in the world’s second-biggest oil consuming market. Estimated at USD 9 billion, the project would be the largest Sino-foreign joint venture in China if it goes onstream in 2013. The envisaged plant in the provincial capital was expected to shore up Guangdong’s rapidly growing economy, which expanded 10.1 percent in 2008.
Although further negotiations are still needed to finalize its exact location in the province with a population of over 100 million, during the visit to China late April by Kuwaiti Oil Minister Sheikh Ahmad Al-Abdullah Al-Sabah, the two sides reaffirmed their commitment to realize the project on schedule.
